Answer
There are two ways I know of to do it:
Automatic (let it be modelled): all commercial
Photomodeler Scanner -http://www.photomodeler.com/products/default.htm
Poser (Human 2D --> 3D) - http://my.smithmicro.com/win/poser/index.html
Manual (model it yourself): sum I can recommend
---------------------Commerial:----------------
3DS Max - http://usa.autodesk.com/adsk/servlet/item?id=11500434&siteID=123112
Maya - http://usa.autodesk.com/adsk/servlet/index?siteID=123112&id=7635018
Vue Infinite (for landscapes) - http://www.e-onsoftware.com/
-------------------------Free:-------------------------
Blender 3D - http://www.blender3d.com/
U will need multiple drawing though - mainly front, side, top and bottom - for an accurate 3D model. I have no idea about landscapes though :P
